The law in Illinois
DraftKings and FanDuel both offer salary-cap DFS in Illinois. A 2026 law requires a Gaming Board license and sets a 21+ age, but operators already in the market can keep running until 90 days after the Board's rules take effect, and those rules haven't been filed yet. Some operators' terms still show 18+ in the meantime. The law excludes contests played against the operator, so pick'em is available only in peer-to-peer form, from PrizePicks, Underdog, Sleeper, Betr and Dabble.
Regulator: Illinois Gaming Board.
Recent changes: February 2025: the Gaming Board sent cease-and-desist letters to ParlayPlay, Drafters and Chalkboard, saying their single-player pick'em contests were illegal sports wagering. June 2026: SB 3019 (Public Act 104-468) created fantasy operator licensing, a 21+ minimum age and a 15% tax on fantasy receipts from July 1, and excluded contests played against the operator.
